From now on, the AI avatar «Victoria» will comment on official statements of the Ministry of Foreign Affairs regarding Ukrainians abroad — effectively replacing «human» experts even in TV and radio broadcasts, Forbes reports.
The avatar was created on the basis of a real person who was previously filmed from different angles and asked to read the text. It will speak «Victoria» in English and Ukrainian.
«This video can be quickly distributed to TV channels», the ministry says. «The sphere of diplomacy in the world is very conservative – we want to change this and show our innovation».
A special QR code will be added to the video, which will direct people to the official page of the Ministry of Foreign Affairs with a statement — this is done to avoid the spread of fakes.
The development of the avatar, which took about a month, was carried out by the Nazovni Tech public union in cooperation with The Game Changers. According to Roman Lansky, co-founder GovTech company Strimco, such work could have cost $5-10 thousand (but it was sponsored by partners, not the state).
«To train it, you need to download about 1,000 recordings of Foreign Ministry spokespeople over the past five years,» Lansky adds.
According to Foreign Minister Dmytro Kuleba, the Ministry is already using AI to voice official messages in French, Spanish, Portuguese, and Arabic, and has launched a comprehensive AI implementation program — «Victoria» as just one of the first results. The work also includes the development of an AI simulator for training young Ukrainian diplomats.
