Almost 60% of Ukrainians ignore the «Diia» app – study

According to a new study, more than half of Ukrainians (54.7%) used electronic government services in 2024. The most popular service is «Diia», which is used by 42% of Ukrainians.

«Currently, 54.7% of Ukrainians say they have used at least one state electronic service. Just over 40% have not used them. Speaking specifically about the use of «Diia» as the flagship of the perception of state e-services in Ukraine, 42% of Ukrainians admit that they use it»,” said Anton Hrushetsky, Executive Director of the Kyiv International Institute of Sociology.

Valeriia Koval, Deputy Head of Electronic Services Development at the Ministry of Digital Transformation, said that the number of users of electronic services in Ukraine in 2024 slightly decreased compared to 2023, when the figure was 64.1%. At the same time, Ukrainians’ satisfaction with electronic services has increased over the past year.

«For example, some people use a service only once in their lives – it can be «eBaby» or getting married in «Diyi». The second reason is that we mostly transform services into automatic ones, so that a citizen does not need to apply for them separately. For example, the automatic extension of subsidies. The most indicative indicator for us is the satisfaction rate of Ukrainians with electronic services. And over the past year, it has increased by 5%,” Koval said.

It is noted that 84% of Ukrainians are generally satisfied with electronic services, compared to almost 80% in 2023.

The most popular government e-services:

  • «Action» – 42% of respondents;
  • services related to personal transportation – 15%;
  • paid services for obtaining information from registers – 13%;
  • pension issues – 10%;
  • questions obtaining passports – 10%.

Anton Hrushetsky noted that there are differences in the use of electronic services depending on age. Young people under the age of 30 are the most active users of «Diia» and other electronic services – more than 70% of this category. At the same time, among people over 70, the share of users of such services is only 22%.
