B «Reserve+» will add the function of paying fines to the TCC for violations of military registration

The Ministry of Defense continues to develop the «Reserve+» app and add new features to it. Recently, the app has added it is now possible to apply for a deferral online. And soon it will also be possible to pay a fine to the Tax and Customs Committee online. This was announced by Deputy Minister of Defense for Digitalization Kateryna Chernogorenko.

Currently, violation of the rules of military registration is punishable by a fine of UAH 17,000 to UAH 25,000. However, there is no possibility of easy payment of the fine online, and the issue has to be resolved through the TCC with their inherent queues. This oversight is planned to be corrected.

«We want to add the functionality of paying fines for violating the rules of military registration to Reserve+. Many people don’t want to go to the TCC to do this, to take a receipt. There is a technical possibility to implement the payment of fines in Reserve+, and there is even a draft law that if a person voluntarily issues a receipt, he or she receives a 50% discount on the fine, similar to a violation of the rules of state traffic,» said Kateryna Chernogorenko.

To launch this possibility, it is necessary to make appropriate changes to the legislation. The deputy minister added that the development team has a technical understanding of this issue, and if MPs pass the bill by the end of the year, the function of paying a fine to the TCC online will appear in «Reserve+» in early 2025.

In addition, it is planned to launch an electronic medical examination function in 2025. The data exchange between the electronic healthcare system (EHS) and the «Oberig» registry should be launched next year. This will actually be an electronic drug registry.

How it will work:

  • A person liable for military service will undergo annual screening at his/her medical institution;
  • the data will be recorded with the family doctor’s digital signature and stored in the EHR;
  • if there are no chronic diseases or complaints, a recommendation for fitness is recorded; in case of complaints, the person liable for military service undergoes additional examinations;
  • anthropometric data – height, weight, chest circumference – are also indicated, and these data are sent to the VLC;
  • The HLC conducts arbitration.

At the same time, it is noted that military doctors will be able to question the recommendations of a family doctor and independently assess the suitability and unfitness of a person, and route him or her to the army: «Whether he or she can be a diver or a scout.

Everything will be recorded online and digitally signed.
