The Chinese government has intensified existing restrictions on the export to the USA of critical minerals, which were introduced last year. In the directive from China’s Ministry of Commerce regarding dual-use goods, there are references to national security issues. The order took immediate effect.
“The export of gallium, germanium, antimony, and ultra-hard materials to the United States is fundamentally prohibited,” the ministry’s statement said.
Gallium and germanium are used in semiconductors, germanium is also needed for infrared devices, optical fibers, and solar elements. Antimony is used in the production of ammunition, and graphite is a component of electric vehicle batteries.
Industry representatives are concerned about the potential ban on exporting critical nickel and cobalt to the USA. “China has been signaling for some time that it is prepared to take these steps,” says Todd Malan from Talon Metals, which is trying to develop a nickel mine in Minnesota and explores the metal in Michigan. The only existing nickel mine in the USA will be depleted by 2028.
The United States is assessing the new restrictions but will take “necessary steps” in response, said a White House spokesperson, without specific details. Newly elected US President Donald Trump, whose first presidential term was marked by a fierce trade war with China, previously stated that he would implement a 10% tariff on Chinese goods and spoke about 60% tariffs on Chinese imports during the presidential campaign.
