Deputy Ministers of Defense Sergiy Melnyk and Kateryna Chernohorenko discussed the simplification of the Military Medical Commission (MMC) process through “Reserve+”.
The Cabinet of Ministers of Ukraine has approved a program for the digitalization of the MMC process. Its goal is to maximally simplify the MMC process and reduce corruption risks.
To undergo the commission, one simply needs to visit a civilian medical institution in their place of residence. This is the only visit that the conscript must make:
“No more running around government institutions — the data will run for the person. The exchange of digital documents will take just minutes,” — notes Kateryna Chernohorenko.
The first phase of the reform implementation will be completed within three months: it will include the introduction of electronic referrals to the MMC and a digital conclusion of the commission. The second will allow undergoing the MMC “in any health facility convenient for you.” This option will be implemented by June 2025. The reform will be completed in November 2025.
The MMC decision will be split into two separate parts: medical and administrative. Medical examinations and conclusions will be conducted using anonymized data by two separate groups of specialists. The data will be received by a random commission, which will not know whose documents are being considered. Each action by doctors and MMC staff will have a digital trace, and all conclusions will be stored.
The purpose of the reform is also to prevent the possibility of individuals fit for military service from avoiding it. On the other hand, it prevents the actual unfit by health condition from being excluded from the military register.
