The Ministry of Defense is expanding opportunities for people liable for military service. Soon, fines from the Tax and Customs Committee will be payable online through the «Reserve+» application. This will be possible after the adoption of draft law No. 12093. This was announced by Deputy Minister of Defense for Digitalization Kateryna Chernogorenko during a telethon.
According to Chernogorenko, the document removes bureaucratic obstacles. Thus, with the adoption of draft law No. 12093, persons liable for military service will be able to:
Importantly, Ukrainians abroad will also be able to take advantage of these new opportunities. They will be able to update their data remotely and pay fines online, which will help them avoid problems with documents.
Among other provisions, this document also introduces the possibility for persons liable for military service to independently contact the MCC through «Reserve+» to clarify their data.
However, not all of the new legislation is aimed at making life easier for persons liable for military service. The CCCs will also receive expanded powers:
It is worth noting that the existence of claims from the MCC creates many problems for persons liable for military service. The amendments to the legislation are expected to avoid or mitigate some of them. Thus, in case of voluntary recognition of the violation and payment through «Reserve+», the fine will be UAH 8,500 (50% of the minimum amount). Thanks to the changes, young people aged 18-25 will be able to easily obtain documents from passport services. At the same time, Ukrainians abroad will avoid blocking of accounts and seizure of property.
The draft law has already been supported by the relevant committee of the Verkhovna Rada, so now it must be approved by the parliament and signed by the president for these changes to take effect.
It is worth noting that some of the TP fines can be successfully canceled in court. Courts in most cases take the side of the plaintiffs. However, there are other situationsTCC fines man UAH 17 thousand due to the absence of a paper WOD and QR code in «Reserve+».
