Kateryna Chernogorenko, Deputy Minister of Defense for Digital Development, Digital Transformation and Digitalization, spoke about the first 3 days of the service for granting deferment to «Reserve+» – without visiting the military commissariat. The app users have already generated 100 thousand deferments.
As a reminder, over the weekend – 2 days after release of a new feature – about 40 thousand persons liable for military service have applied for online deferments. About 20 thousand every day. Thus, on the first business day, users have already issued about 60 thousand deferrals.
«An incredible result, which shows that this service was very, very necessary. Because for most Ukrainians who have the legal right to deferment, applying for it offline was very difficult. A lot of paperwork, a lot of queues, a lot of time waiting for the result. And this «groundhog day» was repeated every three months», wrote Kateryna Chernogorenko on Facebook.
Online deferment in «Reserve+» works as follows. A person liable for military service who is eligible for a deferment must log in to the «Reserve+» application and send a request through the menu in the form of an orange circle with three horizontal dots. The system will check whether you are eligible for a deferral. If so, this status will be reflected in the electronic military record.
«Now this opportunity is literally at your fingertips. A few clicks, sending a request, and if all the necessary data about you is in the registers, the deferral will be displayed without any problems»,” the Deputy Minister added.
However, it is worth noting that due to the large influx of users wishing to apply for a deferral online, there is a queue of requests. Therefore, the «Reserve+» app may be unstable and take a long time to update data. Nevertheless, a few hours or even a day is better than hours-long queues at the TCC and 2-3 weeks of waiting.
Kateryna Chernogorenko added that applying for a deferral in «Reserve+» not only saves time for the app’s users, but also reduces the workload of the TCC employees, who will have to do less paperwork. At the same time, the new service significantly reduces corruption risks, as automation eliminates humans from the decision-making process.
Currently, the following categories of persons liable for military service can apply for an online deferment in «Reserve+»:
Over time, large families with 3 or more minor children in one marriage will also be able to take advantage of the new opportunity. In the future, it is also planned to expand the list of deferrals that can be issued in «Reserve+».
«We understand that there are many grounds for obtaining deferrals. Transferring each of them online has its own technical nuances and peculiarities that need to be taken into account. We rely on state registries to obtain data for each type of deferral. As soon as we have the necessary capabilities — we will add new ones»,” Kateryna Chernogorenko clarified.
