TCCs forcibly mobilize employees of telecommunications providers even with booking documents – the data is not in the system «Oberig»

Territorial acquisition centers (TACs) continue to forcibly mobilize employees of telecom providers who repair equipment. Such cases occur even if they have documents confirming the reservation. Oleksandr Fediyenko, a member of the Parliamentary Committee on National Security, spoke about such cases.

According to the deputy, he receives many complaints from citizens and organizations about such actions of TCC representatives. He emphasized a new trend when employees with valid booking documents are mobilized, citing the fact that their data is not in the «Oberig» system, and paper documents are not recognized.

Specific cases:

  • November 18: Employees of one of the providers were stopped at a checkpoint in Nyzhnya Apsha by employees of the Tyachiv RTCK while restoring communications in Zakarpattia region. Despite his reservation, one of them was taken to Uzhhorod the same day, and later to other military units. Only on November 20, his reservation was recognized, and the next day the man was returned to the Tyachiv RCCC.
  • October 29: The provider’s team, returning from work in Kharkiv region, was stopped by employees of the Sloboda RTC, who were wearing balaclavas and did not introduce themselves. Although the workers provided booking documents, two of them were detained, taken to the RCC, and their cell phones were confiscated. One of them was fined UAH 17,000, but the fine was later recognized as unlawful, and both workers were released.
  • Another case: An employee of the provider was detained by the police while performing his duties, who transferred him to the Khadzhibey RTC. Despite a valid reservation until January 26, 2025, the man was detained for more than two weeks without a detention report, without notifying his family, and without access to a lawyer.

«No protocol on administrative detention was drawn up, and the detainee’s relatives were not informed of his whereabouts. Legal aid was not provided and a lawyer was not allowed. The citizen, who had a valid reservation, was held against his will in the RTC and the JV for more than two weeks» – said the MP.

Oleksandr Fediyenko added that there are many more such cases, and the examples cited relate to the cases he worked on last week.

He called on TCC employees not to abuse their authority and refrain from using balaclavas, and also informed that he had sent appeals for an internal review.
