From theoretical discussion the idea of blocking Telegram in Ukraine has begun to move to the practical implementation of restrictions. In September officials and the military were banned from using Telegram on their work devices. In October National Council restricts Telegram on its network. And now the messenger has been blocked in some higher education institutions in Kyiv.
First, students of the Shevchenko National University of Kyiv began to complain that Wi-Fi networks in dormitories no longer supported Telegram. It also stopped working on the territory of the university itself. Later, it turned out that Telegram was blocked at the Shevchenko National University of Kyiv on the basis of an order from the rector of the university.
Since the university belongs to the institutions that are recognized as critical for the functioning of the economy and ensuring the livelihoods of the population during a special period, and taking into account the letter of the Ministry of Education and Science of Ukraine No. 1/19326-24 of 18.10.2024, it was decided to ban the installation and use of the Telegram messenger and/or its web versions on all official devices of the institution’s employees from November 11, 2024. This restriction also applies to all devices used by University employees for official purposes.
It is also forbidden to transmit information used in work through the messenger and use it for communication for official purposes. At the same time, it is ordered to stop using all Telegram accounts (channels, bots, etc.) and remove links to them on the website.
Later, it also became known that the National Aviation University also banned the use of Telegram.
