The Ministry of Defense will award military inventors and protect their copyright

During the war unleashed by Russia, Ukrainians are taking a creative approach to the task of defending their homeland and creating various means to more effectively clear their land of invaders. To further encourage inventors, the Ministry of Defense is proposing legislative changes that will allow the military to receive rewards for their inventions. The state will also benefit from this, as it will be able to effectively implement these technologies in the military sphere.

Every day, military engineers and scientists develop new technological solutions that help them perform combat missions. But their rights to these developments are not yet legally protected. To solve this problem, two draft laws were registered in the Verkhovna Rada: №13110 і №13111. They provide for:

  • personal non-property rights (authorship, preservation of the integrity of the work) will belong to the serviceman who is the author or inventor of such an object;
  • property rights (use, licensing) will be acquired by the state represented by the Ministry of Defense (or other body where the person is performing military service).

These legislative changes will not only provide the military with fair remuneration, but will also make it easier to scale up new technologies in the Armed Forces.

«In an environment where technologies are created, tested and improved on the battlefield, the protection of intellectual property rights is a priority for the country’s defense capability. The Ministry of Defense seeks to guarantee fair remuneration for those who create a technological advantage at the front with their minds and talents, to protect the rights to these developments and ensure their scaling», – said Deputy Minister of Defense Valeriy Churkin.

The draft laws were created in cooperation with intellectual property experts, military lawyers and academic institutions.

The developments of Ukrainian military engineers make significant adjustments to the battlefield and change the rules of the game. Recently Magura V5 naval drone shoots down a Russian helicopter — for the first time in history.
