
Ministry of Agrarian Policy and Food, together with the State Service on Food Safety and Consumer Protection and the Ministry of Digital Transformation, are launching the Unified State Register of Domestic Animals.
This project aims to help more effectively prevent the spread of dangerous diseases, harmonize Ukrainian legislation on animal treatment with European standards, and foster a culture of responsible owners who properly care for their pets, states the press service of the ministry.
“The Unified State Register of Domestic Animals – is about enhancing safety and fostering responsible attitudes towards animal keeping in Ukraine. For the first time in the history of independence, the state will obtain real data about the number of domestic animals and will be able to monitor their vaccination status. Such information is extremely relevant for effectively reducing the risk of spreading dangerous infections, such as rabies,” declared Denis Bashlyk, Deputy Minister of Agrarian Policy and Food.
Among the key benefits of the Register for animal owners are the ability to easily recover lost documents and information about the registered animal, simplification of searching for lost animals, and the future facilitation of traveling with animals across Ukraine thanks to the implementation of a veterinary passport in the “Diia” app. It is planned to be launched next year.
The Register will be implemented in two phases. In the first phase, which has already begun, the Ministry of Agrarian Policy focuses on engaging veterinary clinics and doctors to work with the platform. For veterinarians working in state and private institutions, a series of educational webinars is planned. In November and December, there will also be technical support available by phone and chat, so veterinary doctors can receive consultations regarding authorization.
For authorization in the Unified Register of Domestic Animals, state and private veterinary institutions must submit an application to the State Service on Food Safety and Consumer Protection. After successful authorization, establishments will be able to register domestic animals. This will become possible during the second phase of the launch of the Register – a nationwide campaign for animal registration, the date of which will be announced later.
The Unified State Register of Domestic Animals will operate on the Diia.Engine platform and will contain information about cats, dogs, and ferrets: the name and description of the animal, vaccination data, biosterilization, contact information of owners or keepers, and other important data for the animal’s health.
As expected, thanks to the Register, the Ministry of Agrarian Policy and the State Service on Food Safety and Consumer Protection will be able to effectively collect and analyze current data on the number of domestic animals, their health status, and vaccination.
