In Ukraine, six main routes for the launch of toll roads are being analyzed — there is already a “developed” bill and agreements with the European Investment Bank (EIB).
“The issue of toll roads is a requirement of the EU. We have a developed bill regarding this and are currently working on its implementation… In order to make a quality road, it is necessary to conduct traffic intensity analysis, which is currently being conducted on six roads. We are talking to investors, there are agreements with the EIB,” said Deputy Minister of Community and Territorial Development Serhiy Derkach during a meeting with representatives of the European Business Association (via UNN).
Derkach added that the final decision on the launch of toll roads will be made after a full analysis of traffic on these six routes, although he did not provide their specific names.
The topic of toll roads in Ukraine was discussed back in 2021. As written by Focus, at that time, the Deputy Minister of Finance Oleksandr Kava noted that for toll highways, a high annual traffic is necessary — no less than 18,000 vehicles per day (such was only reported on a few road sections near Kyiv and other million-plus cities).
Meanwhile, the Cabinet of Ministers announced the construction of the first toll road in Ukraine even before the start of the full-scale war, which was to start in 2022 — a 280-kilometer highway Krakovets-Brody-Rivne, with foreign investors planned to participate in its creation. In 2024, Prime Minister Shmyhal invited Polish companies to join the project.
