
Last year, Ukraine abolished the status of persons liable for military service «Limitedly fit for military service». Now, there are either those who are fit for service (fully or with some restrictions) or those who are unfit. According to the law, all persons who previously had the status of «Restrictedly fit» had to undergo a second VLC by February 4, 2025. However, the allotted time (9 months) was not enough for many to update their fitness status.
Given this situation, the Verkhovna Rada has today adopted amendments to the legislation and postponed the deadline for the medical examination of those who are limitedly fit. Now, citizens who were previously recognized as partially fit are required to undergo a second VLC by June 5, 2025, to determine their fitness for military service. This requirement applies to persons aged 25 to 60. Thus, young men aged 18 to 24 who have a status of «Restrictedly fit» do not need to update their status.
At the same time, such persons liable for military service must apply to the CMC or through the electronic cabinet for a referral for re-passing the MTE. Do not wait for a call. To recap, at the end of January, electronic referrals to the MAC were launched in the «Reserve+» application. Initially, the new service will be available for those liable for military service who wish to undergo a medical examination of their own free will. Also Officials are working to introduce an electronic queue at the HCPC.
Thus, taking into account the new amendments introduced by Law No. 12457, paragraph 2 of the Final and Transitional Provisions of the Law «On Amendments to Certain Laws of Ukraine on Ensuring the Rights of Servicemen and Police Officers to Social Protection» is set out in the following wording:
«Establish that citizens of Ukraine aged 25 to 60 years who were recognized as partially fit for military service before the entry into force of this Law (except for persons recognized as persons with disabilities in accordance with the established procedure) are obliged to undergo a second medical examination by June 5, 2025, to determine their fitness for military service.
Such citizens are obliged to apply independently to the territorial center of recruitment and social support (persons liable for military service and reservists of the Security Service of Ukraine – to the Central Department or regional bodies of the Security Service of Ukraine, persons liable for military service and reservists of the intelligence agencies of Ukraine – to the relevant unit of the intelligence agencies of Ukraine) or through the electronic office of a conscript, person liable for military service and reservist in order to receive a referral to the military medical commission for medical examination.
