Digital HCI: the relevant committee of the Verkhovna Rada approved the draft law – medical examination data will automatically be included «Oberih»

The Committee of the Verkhovna Rada on National Security has prepared for adoption in general the bill №12066 on digital medical examination. It will enable automatic transmission of medical examination data on fitness for military service to the Registry of conscripts “Oberih”. The VRU will soon adopt it as law.

Although the law has not yet been adopted in general, there is no doubt that the VRU will pass it. Previously, the Deputy Minister of Defense for Digitalization, Kateryna Chernohorenko, announced electronic referral for medical examination in the “Reserve+” application and the introduction of “electronic medical examination” by 2025.

According to the official, in 2025, Ukraine will have an automatic information exchange between the Registry of conscripts, those liable for military service, and reservists “Oberih” and the Electronic Health System (EHS). This will lay the foundation for a fully digital medical examination.

After the annual medical examination, the health status data of the conscript, confirmed by the signature of the family doctor, will be stored in the EHS. If a person has no chronic diseases, a recommendation on suitability for service will be recorded. Also, basic physical parameters — height, weight, chest circumference — will be indicated in the EHS. All this data will automatically be transferred to the medical examination through the electronic system – conscripts will not need to go for a medical examination to the TCK, the examination will take place at the medical institution where they are located.

The first stage of implementing the digital medical examination will be realized within 3 months. The results will be the electronic referral for a medical examination in “Reserve+” and, actually, the medical examination conclusion in electronic form.

By June 2025, they plan to implement the possibility of undergoing a medical examination for military service in any medical institution, without being tied to a specific location. As the deputy minister noted, this concept has already been agreed upon by the Cabinet of Ministers.

To make this possible, changes are being introduced into the legislation. Therefore, in the prepared version for adoption in general, paragraph 11 of part 5 of Article 242 of the Fundamental Laws of Ukraine on Health Protection is proposed to be rephrased as follows, according to which “during the information interaction provided by this part, access to medical information about the patient is not allowed, except in the case of obtaining information about the results of medical examinations conducted to determine the suitability of individuals to perform military duty for inclusion in the Unified State Register of conscripts, those liable for military service and reservists for the purposes of ensuring national security and defense”.

Also, in the Law “On the Unified State Register of Conscripts, those Liable for Military Service, and Reservists”, it will be determined that the Ministry of Health must transfer to the Registry “Oberih” information about the results of medical examinations conducted to determine suitability for military duty. “Oberih” will receive this data through electronic information interaction with the Electronic Health System using the “Trembita” system of electronic interaction of state electronic information resources.
