Currently, there are restrictions on the purchase of cars, furniture, computers, mobile phones and equipment by government agencies. They were approved by the Cabinet of Ministers of Ukraine in Resolution No. 332 of April 4, 2001, and apply to state bodies, institutions and organizations that are funded by the state budget. However, an exception was made for digitalization processes.
According to Resolution No. 332, the following maximum expenditures are set:
- Up to UAH 1,200,000 per unit – cars for heads of state authorities (members of the Cabinet of Ministers, heads of the CEC, the Accounting Chamber, the NSSMC, the National Commission for State Regulation of Financial Services, the NSSMC, the NCCIR, etc;)
- Up to UAH 27,000 for a laptop.
- Up to UAH 25,000-30,000 for a set of furniture, etc.
However, on November 1, 2024, the Cabinet of Ministers adopted a new resolution No. 1258 entitled «Issues of ensuring the functioning of certain information and communication systems». By this document, the government established that when making expenditures for the purchase of mobile phones, personal computers and laptops intended for the creation, modernization and development, administration and maintenance of information and communication systems, at the expense of funds provided in the state budget under the budget program «E-government», the maximum expenditure amounts approved by CMU Resolution No. 332 do not apply.
