Law Enforcement Officers to be Authorized to Open Parcels of Ukrainians – Draft Law Registered in the Verkhovna Rada

A group of MPs from the «Servant of the People» party has been registered in the Verkhovna Rada of Ukraine (VRU) draft law No. 12294, which proposes to give law enforcement agencies the right to open citizens’ mail.

According to the document, parcels can be inspected without the knowledge of the recipient or sender, but only after an arrest has been made. To do so, law enforcement officers will need to obtain a permit from an investigating judge. Such a decision will be made if there are reasonable grounds to believe that the parcel contains objects relevant to the investigation.

The explanatory note to the draft law states that employees of postal operators should create conditions for such investigative actions and not disclose either the fact of their conduct or the information received.

This will allow law enforcement agencies to check various types of mail: letters, postal cards, small packages, bags «M», targeted mail, parcels, shipments for the visually impaired, EMS services and other material media used to transfer information between people.
