Thanks to modern technology, the Ministry of Defense is considering simplifying the process of controlling summonses through «Reserve+».
The current procedure for serving calls to persons liable for military service (even without actual receipt) raises many complaints and leads to fines. This is planned to be corrected not by changing the legislation, but by improving the «Reserve+» application. This statement was made by Kateryna Chernogorenko, Deputy Minister of Defense for Digital Development, Digital Transformation and Digitalization, during a single telethon.
Thus, the Ministry of Defense can implement the summons tracking function in the «Reserve+» application. This will make it easy to track all stages of sending a paper summons. Earlier, officials have repeatedly stated that there will be no subpoenas in the app. At the moment, we are talking about tracking paper summonses.
This need is caused by a large number of complaints and requests from both persons liable for military service and businesses, companies, and employees. According to Chernohorenko, users suggest that «it would be nice if Reserve+ could track all stages of sending a paper summons – details, document status, etc.». As it is now, a summons can be simply overlooked in time, which leads to fines.
«It happens that a summons comes by mail, and the person is not aware of it, perhaps he or she is in another city, on a business trip, on vacation, and this can result in a fine. In fact, it is not technically difficult to implement such tracking. We are currently working on the regulatory part, evaluating all the pros and cons, all possible bottlenecks. And if this idea is supported by the government, if we pass the relevant legislation, we will be able to develop it technologically quickly enough,” said Kateryna Chernogorenko.
If the proposed idea is supported by the government, such a function will be introduced in the «Reserve+» application.
