Following the adoption of new rules for military registration in the spring of this year, the number of debts for fines issued due to violations of these rules has increased significantly in Ukraine. In the first 10 months of 2024, 21,336 proceedings for violations of military registration have already been recorded. This is already twice as many as for the whole of 2023 – 10,542 proceedings.
Only one in three proceedings this year was closed, and therefore the fine was paid. For comparison, last year 72% of cases involving fines from the MCC were closed.
The overwhelming majority of debts are opened against men — 21,161 proceedings or 99%. At the same time, the number of women facing fines for violating the rules of military registration is increasing. Over the year, the number of proceedings against women increased 1.4 times: from 121 last year to 175 in the first 10 months of this year.
As a reminder, starting from October 1, 2023, military registration in Ukraine became mandatory for women in certain professions aged 18 to 60. In order to avoid a fine, women had to register by July 17, 2024.

As a reminder, there are a number of restrictions on debtors funds and property may even be seized for non-payment. At the same time, in most cases, appealing against fines Courts take the side of plaintiffs and cancel the fines of the TCC.
At the same time, in case of suspicion of illegal actions on the part of the TCC employees, Ukrainians have the opportunity to complain against them. A special hotline has been set up for this purpose.
The hotline on mobilization and registration of persons liable for military service is available at 0800301937. The hotline provides fast and accessible information about military service. By calling the number, you can also file a complaint about the work of the TCC.
«Citizens have the opportunity to consult about their rights and obligations during mobilization, as well as to apply in case of problems and complaints about the work of the TCC and JV», the statement says.
In addition, there is a call center of the Land Forces Command, which you can call at 0800500410. This center provides direct communication between the military and military units and the command, the Armed Forces explained.
Between October 28 and November 3, the hotline and call center specialists processed 258 citizen appeals. Most of these appeals were resolved over the phone. At the same time, 130 appeals were not related to the work of the TCC and JV. Another 2 appeals were forwarded to the National Police of Ukraine, and 7 required additional processing.
