Starting April 1, an electronic office of the Military Medical Commission (MMC) will be launched in Ukraine. This means that all conclusions on fitness (or unfitness) for service will now be issued only in digital format. This was stated by Deputy Minister of Defense for Digitalization Kateryna Chernogorenko.
“Previously, after passing the military qualification commission, persons liable for military service had to go to the military registration and enlistment office, which created unnecessary queues. Now everything will be different. The data will be immediately entered into the electronic register «Oberih». This will greatly simplify the process and reduce the number of visits to offices.
It is also planned that during the second stage of the reform, people will be able to undergo a medical examination in any civilian medical facility that is convenient for them. It will be similar to a regular medical check-up: no extra steps and no mandatory visits to the TCC or the MCC.
Additionally, it is planned to introduce anonymization. According to Kateryna Chernogorenko, the information will be transferred to the Ministry of Defense for processing in «anonymous format». At the same time, the doctors who will evaluate this data will not be able to identify the person who is determined to be fit or unfit for service. The deputy minister believes that the digitalization of the VLC process will help reduce corruption risks and make the system more convenient for citizens.
Currently, the Verkhovna Rada is considering draft law 13131, which may abolish the 083/o certificate (on fitness to drive). Instead, information about the health status of drivers will come from the Electronic Healthcare System (EHS), which exchanges data with the register of persons liable for military service «Oberig».
The Ministry of Defense recently updated the «Reserve+» application, which nowallows you to create electronic referrals to the medical departmentandspecifies a specific date.
