Ukraine may «nullify» the reservation of 40,000 persons liable for military service, — Media

Last week, «Diya» suspended its e-booking service, which will be unavailable until at least November 15 — while an audit is underway, which is believed to have been launched «due to the abuse of their right by enterprises».

In addition to the fact that the audit may «nullify» the reservations of some employees, the reservation procedure itself may be radically changed. The Government’s resolution of October 23 stipulates that companies may be deprived of their criticality status.

The inspection began almost immediately after President Zelensky said that he was «dissatisfied» with the fact that 1.5 million people had been deferred from mobilization (moreover, according to some high-ranking officials, the number of reservations had almost doubled «in a couple of months»).

Interlocutor by NV Business, who is familiar with the booking situation, says that already in the first days of the audit there were more than 40,000 persons liable for military service enlisted with violations were identified — the largest are related to the level of wages:

«When a company submits documents, it indicates a large salary. And as soon as it gets the right status, they start paying the minimum wage».

Another official from Zelenskyy’s team says that thousands of companies could lose their critical enterprise status as a result of the audit.

«At least 20% of companies are likely to lose their critical enterprise status after the audit. This applies to those who should not have been on the list in the first place. Many of these companies could have traded in the» reservation quota,” he says

Another problem is that businesses that really need to book will not be able to do so in the coming weeks and fear that the «TCC will stand at the entrance and mobilize most of the» employees, while the work will stop. In July, for example, similar disruptions in production due to massive inspections of the TCC near the enterprise occurred at the ArcelorMittal Kryvyi Rih mining and metallurgical plant.

NV Business, based on interviews with people close to government agencies, cites several changes that could be introduced to the booking procedure after the audit — including one that remove from the list of critical enterprises those that pay employees less than UAH 19 thousand per month while companies must report on salaries on a monthly basis.

It is also possible to deprive the DIA of the right to grant the status of critical enterprises — or to do so jointly with the TCC. They may also reduce the quota for the number of bookings at critical enterprises (in the military or energy sectors) from 100% to 70-90%
