The Prime Minister of Ukraine Denys Shmyhal said that the Cabinet of Ministers has updated the criteria for booking employees and assessing the criticality of an enterprise.
As a reminder, earlier online booking has been temporarily suspended due to an audit who was supposed to detect irregularities in the system. Shmyhal says (via sud.ua) that a number of problematic issues «have been identified» that are planned to be eliminated by new booking criteria.
Thus, the regional and sectoral criteria for the criticality of enterprises will now be agreed with the Ministry of Defense and the Ministry of Economy, while for the private sector, the mandatory booking points will be «salary criterion and absence of debts to the budget».
The salary criterion stipulates that the accrued average salary at the enterprise and for the booked employee must be at least 2.5 «minimum wage» (currently about UAH 20,000). The new rules, Shmyhal emphasizes, will reduce the risk of abuse when companies hire a person for a «shady» booking arrangement.
Starting December 1, all bookings will be made through Diia Monthly monitoring of enterprises and organizations to ensure that they meet all the criteria was also announced.
People who have already received deferrals will be offered a transition period to the new conditions until February 28 — up to this pointall companies must renew their employees’ reservations in accordance with the new conditions, regardless of how and when they were made.
No final data on the audit has been provided, but earlier there were rumors that only in the first days revealed more than 40,000 persons liable for military service enlisted with violations.
